نامه‌ی محمد توسلی به احزاب كشورهاى مختلف جهان

محمد توسلی، دبیرکل نهضت آزادی ایران در نامه‌ای به احزاب كشورهاى مختلف جهان درباره‌ی اقدامات دولت آمريكا عليه ايران نوشت:

«دبیران محترم احزاب دمکراسی‌خواه جهان

پس از سال‌ها چالش مبتنی بر مذاکرات فشرده سیاسی پیرامون پرونده هسته‌ای ایران، با روی کارآمدن دولت رییس‌جمهور روحانی و با ابراز حسن نیت کشورهای موسوم به ۱+۵، سرانجام این مذاکرات در قالب توافق‌نامه با عنوان “برجام” به ثمر نشست و بر اساس قطع‌نامه ۲۲۳۱ شورای امنیت سازمان ملل متحد به مثابه یک توافق‌نامه بین‌المللی رسمیت یافت و مورد تایید قرار گرفت. اما با روی کار آمدن دولت جدید آمریکا، این دولت بدون ابراز هیچ دلیل قانع‌کننده‌ای برای افکار عمومی جهان و دولت‌های اروپایی و آسیایی شرکت‌کننده در مذاکرات، به طور یکجانبه و منصرف از اصول و ارزش‌های دمکراتیک از این تعهد بین‌المللی خارج شد و تحریم‌های بی‌سابقه و ناموجهی را علیه جمهوری اسلامی ایران اعمال کرد. در ارتباط با این رفتار دولت جدید آمریکا، موارد زیر قابل توجه است:

• برجام افزون بر آن که الگویی نو و صلح‌آمیز در برابر مناقشات جدی بین‌المللی به شمار می‌رود، یک توافق بین‌المللی بوده که بر اساس ماه‌ها تلاش جمع زیادی از سیاستمداران و کارشناسان به دست آمده است. نقض این توافق بین‌المللی، اقدام ناپسندی است که اعتبار تلاش‌های مسالمت‌آمیز و انسانی را مخدوش کرده و ضمن کاهش اعتماد عمومی ملت‌ها به فعالیت‌های در چارچوب منشور ملل متحد، ثبات و صلح جهانی را نیز در معرض خطر قرار می‌دهد. این رویه‌ای که دولت آمریکا نه تنها در قبال برجام بلکه در برابر سایر تعهدات بین‌المللی در پیش‌گرفته است، بی‌احترامی و نادیده‌ انگاشتن تمام زحمات، دستاوردهای بشردوستانه و تجربه کشورها و ملت‌ها برای همزیستی مسالمت‌آمیز بر پایه “گفتگو و تفاهم” است.

• دولت آمریکا مدعی است برجام توافق خوبی نبوده زیرا برخی موارد از جمله فعالیت‌های موشکی و سیاست خارجی ایران در حوزه خاورمیانه، در آن لحاظ نشده است. این ادعاها در صورتی ابراز شده و در مقام بهانه برای نقض توافقی صلح‌آمیز قرار گرفته که برجام از ابتدا قرار نبود به موضوعات غیر هسته‌ای بپردازد و حل موضوعاتی چون رفتار منطقه‌ای ایران خارج از دستورکار آن بوده است. البته مسائلی از این دست می‌تواند در قالب مذاکرات و توافقات جداگانه، و با رعایت و  حفظ اصول امنیت کشور، مورد بررسی قرار گیرد.

• تجربه نشان داده که این مردم ایران هستند که بیشترین ضرر و زیان اقتصادی را از ناحیه تحریم‌ها متحمل می‌شوند و در شرایط مخاطره‌آمیز قرار می‌گیرند و افزون بر آن، این تحریم‌ها منجر به تضعیف طبقه متوسط و محرومان جامعه شده و روند دموکراسی‌خواهی در ایران را نیز مختل می‌کند. پس بر خلاف آن‌چه دولت آمریکا مدعی است، اقدامات این دولت که هم‌سو با متحدانش در منطقه یعنی دولت راستگرای اسراییل و حکومت عربستان سعودی اعمال می‌شود، در راستای کمک به مردم ایران نبوده و موضع جریانات اقتدارگرا و تندروهای داخلی و جنگ‌افروزان خارجی را تقویت خواهد کرد.

• نقض برجام، خیانت به اعتماد ملت‌هاست و در تعارض آشکار با اهداف و چشم‌انداز جنبش آزادی‌خواهی و حاکمیت قانون در ایران قرار دارد. گرچه رییس جمهور آمریکا گفته که در کنار مردم ایران در راه مبارزه برای آزادی می‌ایستد، اما ‎‎آزادی واقعی نه با حمایت‌های دولت آمریکا از براندازان حاصل می‌شود و نه یک کالاست که با کوله‌پشتی نظامیان آمریکایی به ارمغان آورده شود. دستیابی به آزادی، فرآیندی است اصلاح‌طلبانه و تدریجی که منوط به همکاری و تعامل ملت‌ها و دولت‌ها در راستای آرمان‌های متعالی بشر است.

نهضت آزادی ایران به عنوان یکی از قدیمی‌ترین احزاب فعال ایران با سابقه‌ای نزدیک به ۶۰ سال که اعضایش، چه در حکومت قبلی و چه در حکومت جدید ایران [محدودیت‌های شدیدی] را در راستای تحقق حقوق اساسی و حاکمیت ملت ایران بر سرنوشت سیاسی خویش تحمل کرده‌اند و در حال حاضر نیز از جدی‌ترین  منتقدان قانونی نظام سیاسی حاکمیت ایران می‌باشد، در راستای باور به دمکراسی، حقوق بشر، صلح جهانی، منافع ملی ایران و حفظ امنیت منطقه، از کلیه احزاب و تشکل‌های سیاسی دمکراسی‌خواه جهان تقاضا دارد تا نسبت به این رفتار غیر اخلاقی، غیر انسانی و خلاف تعهدات بین‌المللی دولت آمریکا که دادگاه بین المللی لاهه هم بر نامشروع بودن آن صحه گذاشته، بی‌تفاوت نباشند و تلاش کنند با بهره‌گیری از کلیه ظرفیت‌های ممکن، از احکام و مصوبات نهادهای بین‌المللی که ضامن صلح و امنیت جهان‌اند، دفاع کنند. همچنین از دولت‌هایشان بخواهند نسبت به رفتار یکجانبه دولت امریکا در تحریم مردم ایران، موضعی قاطع اتخاذ نمایند.

امید داریم که نمایندگان احزاب دمکراسی‌خواه جهان، در این شرایط دشوار، ملت ایران را تنها نگذارند و از صلح و تعهدات جهانی در قبال برجام حمایت کنند و اعتراضات مدنی خویش را علیه سیاست‌های توسعه‌طلبانه و نقض تعهدات بین المللی توسط دولت ترامپ که اساس سیاست خارجی مقامات کاخ سفید قرار گرفته است، ابراز دارند.

“Honorable General Secretary

After years of complications and international challenges around the nuclear program of Iran, President Hassan Rouhani initiated negotiations with the group of 5+1 nations who showed interest in reaching an agreement with his country. The Joint Comprehensive Plan of Action (JCPOA) was agreed upon by these nations and Iran in July 14, 2015. Soon after reaching the agreement, the United Nations Security Council Resolution 2231 recognized, supported and confirmed this international agreement. With the election of the new president in the United States, the new government repudiated the recognition of this agreement without offering any convincing arguments and broke the sanctity of the international law by not recognizing JCPOA, an agreement that had gained the support of the international community. The International Atomic Energy Agency (IAEA) has confirmed repeatedly in the last few years that Iran has fully complied with the terms of the agreement. However, the United States government returned to the sanctions imposed before the JCPOA agreement and re-imposed all on Iran.

The behavior of the United States must be analyzed within the context of the damages it is capable of inflicting on the viability of international law, peace building and cooperation among nations. JCPOA is a model for the peaceful resolution of international conflicts and is based on the efforts of experts on nuclear disarmaments’ community and the high levels of the involved governments. Rejection of this agreement weakens the value of endeavors in resolving international conflicts peacefully and the role of the United Nations in acting as a safeguarding mechanism for building international peace. The United States’ rejection of this international agreement also negates the significance of efforts in building pathways for peaceful co-existence of nations based on conflict resolution through negotiation and compromise.

The United States claimed that JCPOA has not been a good agreement because it failed to address issues in the Iranian foreign policy in the Middle East and the missile programs of this country. However, this claim was not valid because the negotiation which culminated in JCPOA was not initially intended to include the Iranian government’s regional political behavior – or any other issues. Furthermore, these issues could be legitimately addressed in other forums with the consideration of the national security of all nations involved.

The impact of sanctions on any society is devastating and substantially felt by the people as opposed to the ruling elites of the targeted country. It is also abundantly clear that the middle class pays a heavy price for sanctions in any society, and with regards to Iran, its middle class is exposed to the ravages of sanctions. The Iranian middle class predominately has been in the forefront of the battle for democracy and acted as the engine of change in the country. The United States, with the support of the right-wing politicians in Israel and the ruling elites in Saudi Arabia, has imposed sanctions on Iran which ultimately benefit those who are for war and conflict with this country. Theseimposed sanctions have also strengthened the political positionand power of the Iranian ultra conservatives who continue toencourage and support discord and antagonism in the Iranian foreign policy.

Rejection of JCPOA by the United States has also rescinded trust for international institutions and laws among Iranians and was considered a major setback for those who have relentlessly urged and insisted on democracy and the rule of law inside Iran. The United States has claimed that its intention has been to support democratization in Iran, but democratic changes cannot be achieved in Iran by Washington encouraging groups from outside of Iran who have aimed at toppling the Iranian government. With regards to Iran, democracy cannot be achieved through war, but rather obtained upon a period of sustained gradual reforms that are supported by the Iranian people and arise from within the country.

As the oldest political party with 60 years of relentless effort for standing against authoritarianism and supporting the rule of law and democracy in Iran, the Freedom Movement of Iran (FMI) has been under pressure both from the old and the new regimes,and its leaders and members have been arrested, imprisoned and tortured. In accordance with the belief in democracy, human rights, tenets of international peace, national interest and security of Iran, FMI encourages all political parties around the world who value democratic norms and international peace to condemn the action of the president of the United States in rejecting JCPOA. JCPOA has gained the support of the United Nations and the International community and is considered a model for peacebuilding and denuclearization around the globe.

We ask that your political party use all the necessary international resources, laws, and conventions to support JCPOA and the Iranian people in their efforts at peace building and to condemn the United States under the Trump administration for rejecting this international agreement.
